  • Standard FAR inhibits purchase of materials with recycled content.
  • Buying recycled requires planning - modify the contract, use performance-based standards in the Statement of Work.
  • Modify the FAR to encourage deconstruction rather than demolition.
  • Individual Agency/Department procurement requirements are being written to allow, if not to foster, recycling.
  • Acquisition incentives are being created to foster reuse/recycling.
  • A network of Federal Purchasers and policy developers is beginning to exist already. many experts are known within individual organizations
